Your city stays on your phone, and Lumara never sends it anywhere. The app asks NASA, NOAA and the other servers named in the privacy policy for its pictures and data, and sends nothing about you with those requests. The app collects nothing at all.
Two things on this website are worth naming plainly. To see which pages get read, each page load pings a counter we run ourselves, recording only the page path and the day: no cookies, no IP address, no browser details, no identifier of any kind, so nothing links a view to a person. And two panels contact Google services: the typefaces are served by Google Fonts, and the ISS video streams from YouTube automatically when the dashboard opens, so Google receives your IP address and browser on each visit. The next full and new moon times use the phase series from Jean Meeus's Astronomical Algorithms, and match the ephemeris on our calendar pages to under a minute. Tonight's illumination percentage and distance come from a shorter series, so read those as close rather than exact.
